The Story So Far…

The Neighbourhood Plan process was initiated by the Parish Council in 2014, and in 2015 Perranuthnoe Parish was officially designated as a Neighbourhood Area for development of a Neighbourhood Plan under the Town & Country Planning Act.

There has been an ongoing process of public consultation and research over the last seven years. This has been core to the formulation of this Plan. It has highlighted the development planning issues of key importance in this Parish and has increased understanding of ways to address those issues in order to plan for development that is well adapted to the specific local social, environmental and economic context and needs of this Parish. The results of this process are outlined in the Neighbourhood Plan Consultation Statement that can be downloaded via the link above.

On 10th August 2023 the Neighbourhood Plan was formally adopted by Cornwall Council as the official development planning framework for Perranuthnoe Parish. It should now be referred to in the development and assessment of all planning applications in the Parish. Development proposals must align with the policies in the Neighbourhood Plan.

 The Timeline

• Mid 2014 – Initial Survey and consultation on whether to designate Perranuthnoe Parish as a ‘neighbourhood area’ and initiate a Neighbourhood Plan; and on key development planning issues and concerns in this Parish.

• July 2015 – Perranuthnoe Parish was officially designated as a Neighbourhood Area under the Town and Country Planning Act, Neighbourhood Planning Regulations.

• Feb 2016 – Neighbourhood Plan open day to provide feedback on survey and further consultation on key development planning issues and concerns in this Parish.

• October 2016 – The Parish Council issue a Neighbourhood Plan Position Statement which summarises the key planning and development issues for this Parish, that communities had identified.

• October 2016 – A Neighbourhood Plan Steering Group is formed to help facilitate the preparation of a Neighbourhood Development Plan. It comprises volunteers from Parish communities and the Parish Council. The Steering Group provide support to the Parish Council to help develop a consultation and engagement strategy, organise the consultation, research and assessment process, in order to help ensure that the Neighbourhood Plan is developed through a consultative, well informed and evidenced-based process. The Steering Group provide regular updates to the Parish Council. The Council continue to lead the process and approve all key documents.

• April 2017 – Public consultation on spatial planning, with a core focus on issues of congestion, public safety and access.

• August 2017 – Parish wide consultation at the Charter Fair and on the Parish Council website, to gain further information from local people on what they see as the key development planning issues, concerns and opportunities in this Parish, and what they feel should be the priority objectives and focus of the Neighbourhood Plan.

• 2018 to 2019 – Specific studies and research are commissioned to provide baseline data and a sound evidence base for development of the Neighbourhood Plan Policies. These include a Local Landscape Character Assessment, Heritage Character Assessment, Settlement Boundaries Assessment, Local Green Spaces Assessment, and the collection of data on the % of local housing used as second homes and holiday lets in coastal areas of the Parish. Consultation on these studies through the Parish Council website and focused local consultation events.

• June to October 2019 – Drafting of the Neighbourhood Plan based on detailed analysis of public consultation results, review of relevant Parish data and studies, the specific Neighbourhood Plan baseline assessments, and review of county and national planning policies, strategies and guidelines.

• October 2019 – The initial draft of the Plan is approved by the Parish Council and submitted to Cornwall Council for Strategic Environmental Assessment (SEA) and Habitat Regulations Assessment (HRA) screening.

• January to March 2020 – The Plan is revised based on the recommendations of statutory consultees, to ensure that it meets all SEA and HRA requirements.

• March 2020 – The draft Neighbourhood Plan is approved by the Parish Council for Regulation 14 pre-submission Consultation

• June to October 2020 – Pre-submission consultation on the draft Neighbourhood Plan. An extended process of consultation is undertaken to make allowance for Covid restrictions, including online consultation through this dedicated website and the Parish Council website, social media (facebook groups, village websites etc), house to house publicity, posters, distribution of flyers and documents, and holding of a socially distanced open-day event in the Parish Hall.

• 2021 – Review of all feedback received from the Regulation 14 process and revision of the Plan based on the results of the consultation. Finalisation of the Neighbourhood Plan Consultation Statement. Submission of the Plan to an independent planning expert for review prior to formal submission. Assessment by him of whether and how the Plan meets national and county planning strategies, rules and regulations. Revision of the Plan based on the results of the professional review. Commissioning of the Neighbourhood Plan Basic Condition Statement.

• March 2022: Review and approval of the Neighbourhood Plan and all associated documents by the Parish Council for formal submission to Cornwall Council.

• April, May 2022: Review of the Neighbourhood Plan by Cornwall Council to ensure it meets all national requirements (Regulation 15 assessment) to allow it to proceed to Regulation 16 Consultation and external examination.

• June, July and August 2022: Regulation 16 Consultation by Cornwall Council on the Neighbourhood Plan and subsequent examination.

October – December 2022: Official examination of the Neighbourhood Plan by an external planning expert.

• 10th August 2023: Neighbourhood Plan Referendum. Cornwall Council hold a vote for Parish residents, to determine whether the Neighbourhood Plan should be formally adopted. 87.45% cast their vote in favour of the Neighbourhood Plan.

• 22nd August 2023: The Perranuthnoe Parish Neighbourhood Plan is formally adopted by Cornwall Council Service Director for Planning and must be used in all development management decisions in the parish of Perranuthnoe, pursuant to section 38A (4) of the Planning and Compulsory Purchase Act 2004.
